CGB President: Government Excellence Award Brings Paradigm Shift to Operations of Government Entities

Doha: HE President of the Civil Service and Government Development Bureau (CSGDB) and Secretary General of the National Planning Council, Dr. Abdulaziz bin Nasser bin Mubarak Al Khalifa, affirmed that the Qatar Government Excellence Award is a true embodiment of the outcomes of the Third National Development Strategy (NDS-3), reflecting the achievements of outstanding government institutions in realizing Qatar National Vision (QNV) 2030.

According to Qatar News Agency, Dr. Al Khalifa highlighted during the ceremony of the third edition of the award that it has become a national platform for deepening a culture of exceptional performance. This initiative contributes to a paradigm shift in government operations by fostering a focus on outcomes and impact, while broadening institutional practices that help sustain development and optimize performance.

Dr. Al Khalifa announced the introduction of a new award in the upcoming edition, the AI Leadership in Applications Award, which aims to honor government agencies that have effectively utilized AI technologies to provide innovative solutions, improve service quality, and enhance operational performance. This aligns with the national pursuit of a more efficient and innovative government. The Qatar Government Excellence Model, designed to meet global best practices, will increase the focus on outputs and impact, with this pillar accounting for 40% of the model's weight in the next edition.

He also introduced a new Individual Awards Program, set to take effect in the upcoming edition, aimed at recognizing outstanding individuals within government agencies. This program will feature five specialized categories targeting jobs, occupational groups, and job series in the government sector, contributing to the motivation of national talent and fostering a culture of high performance at the individual level.

In its second edition, the Qatar Government Excellence Award included seven categories, divided into four main awards and three specialized sub-awards. The Ministry of Municipality won the Irtiqaa Award for Ministries, presented to HE Minister Abdullah bin Hamad bin Abdullah Al Attiyah, while the Public Works Authority (Ashghal) received the Irtiqaa Award for Entities, awarded to HE President Eng. Mohammed bin Abdulaziz Al Meer. The Ministry of Culture and Qatar Tourism were also recognized for their excellence.

The specialized sub-awards included the Leadership Award in Institutional Transformation, awarded to Aspire Zone Foundation, and the Comprehensive Experience Leadership Award, won by the Primary Health Care Corporation (PHCC). The Human Capital Development Leadership Award went to the Ministry of Education and Higher Education.

The second edition of the Qatar Government Excellence Award saw significant advancements, with a 38% rise in the overall performance index of government entities. Innovation indicators improved by 76%, change management by 80%, and other key criteria, such as leadership and human resources, by 40-42%. The beneficiary experience improved by 70%, underscoring the State's focus on enhancing service quality and promoting citizen satisfaction.

The Ministry of Transport achieved the largest increase in overall performance, reflecting its commitment to institutional excellence. National cadres played a pivotal role, with Qatari evaluators making up 50% of the evaluation team, enhancing the award's credibility and ensuring fairness in the evaluation processes.

The award is part of the national pursuit of building a more efficient, high-quality government by fostering a culture of excellence and continuous improvement, aligned with NDS-3 and QNV 2030.
