Congo’s Government and Alliance Fleuve Congo Sign Ceasefire Oversight Mechanism

Doha: The Government of the Democratic Republic of the Congo and the Alliance Fleuve Congo, also known as the M23 Movement, signed an agreement in Doha on Tuesday to establish a Ceasefire Oversight and Verification Mechanism. This agreement was facilitated by the State of Qatar in line with the Doha Declaration of Principles signed on July 19, 2025.

According to Qatar News Agency, the newly established Mechanism will be responsible for overseeing the implementation of the permanent ceasefire, investigating and verifying any reported violations, and engaging with relevant parties to prevent the resumption of hostilities. The State of Qatar, the United States of America, and the African Union will act as observers within this Mechanism, thereby promoting transparency and supporting regional and international efforts to further the peace process in the Great Lakes region.

The creation of this Mechanism is a critical step towards building confidence and advancing towards a comprehensive peace agreement between the conflicting parties. The Ministry of Foreign Affairs expressed Qatar's appreciation to the African Union, the United States of America, and the Republic of Togo for their constructive contributions in supporting this process.
