Doha: Doha Municipality has received four-star recognition from the European Foundation for Quality Management (EFQM). This recognition is among the highest levels of institutional excellence globally and reflects the maturity of its institutional framework and the efficiency of its performance in delivering municipal services in line with international best practices.
According to Qatar News Agency, Director General of Doha Municipality Eng. Jamal Matar Al Nuaimi stated that "this achievement embodies the tangible progress achieved by Doha Municipality within an integrated institutional framework, and reflects our commitment to applying best practices in service quality and enhancing municipal performance efficiency. It also affirms our dedication to developing a sustainable service environment that responds to community needs and contributes to improving quality of life."
Doha Municipality underwent an external assessment in accordance with the EFQM 2025 Excellence Model, conducted by EFQM. The assessment covered three main pillars namely: Direction, Execution, and Results, and included seven core criteria and 32 sub-criteria spanning purpose, vision and strategy; organizational culture and leadership; stakeholder engagement; sustainable value creation; performance and transformation leadership; stakeholder perceptions; and strategic and operational performance. The EFQM model is considered one of the most professional global frameworks for measuring institutional performance.
As part of this journey, a range of training programs were implemented across the Ministry, including internal and external training sessions, workshops, and the qualification of internal assessors. These initiatives aimed to equip Ministry personnel with the expertise required to sustain the journey of excellence and continuous development.
For its part, EFQM commended the efforts exerted by the Ministry of Municipality and the Doha Municipality team, affirming that the achievement represents a model to be emulated at the regional level and reflects a genuine commitment to continuous improvement and effective governance.
