Doha: The Doha Political Declaration, released at the Second Global Social Development Summit in Doha, underscores the significance of the Doha Programme of Action as a pivotal framework for addressing the needs of countries in special circumstances. This declaration builds on the outcomes of the Fifth United Nations Conference on the Least Developed Countries (LDC5), hosted by Qatar in May 2023, signaling a firm commitment to developing strategies and programmes tailored to the unique challenges faced by these nations.
According to Qatar News Agency, the declaration articulates that sustainable development presents distinct challenges for every country, particularly for developing nations, including African countries, least developed countries, landlocked developing countries, and small island developing states. It also acknowledges the specific difficulties faced by middle-income countries and those in conflict or post-conflict situations.
The document reaffirms dedication to initiatives like the Doha Programme of Action, the Awaza Programme of Action for landlocked developing countries, and the Antigua and Barbuda Plan of Action for small island developing states. It also supports the African Union's Agenda 2063 and urges the UN development system to devise a comprehensive and coordinated response plan for middle-income nations.
The declaration highlights the necessity of adapting the multilateral system and its institutions, emphasizing the United Nations and its Charter, to the evolving global landscape. It calls for a system characterized by efficiency, justice, democracy, equity, representation, inclusivity, connectivity, and financial stability.
Furthermore, the Doha Political Declaration envisions a future that is inclusive, resilient, sustainable, and just, aiming to eradicate poverty, hunger, unemployment, preventable diseases, racism, discrimination, and insecurity. The declaration aspires for a world founded on equality, fairness, shared prosperity, and peace, ensuring that the dignity of all individuals is respected and that no one is excluded.
