Ramallah - Ma'an - The Palestinian Electricity Regulatory Council clarified that "the clearance certificate does not include all citizens, but rather the category to which the procedures contained in the Cabinet decision in 2014 applied, stressing that "there is no new decision or new procedures." The Council said in a statement issued on Tuesday evening, "Following the circular issued by the General Secretariat of the Council of Ministers regarding the approval of the certificate of good conduct form issued by distribution companies, and following the media inquiries received by the Council on the subject, we clarify that we did not request the imposition of any new procedures, but rather requested to facilitate matters for the citizen." He added that "the circular issued by the General Secretariat is to facilitate matters for citizens whose names were previously included in the lists of clearance certificates, which were circulated to ministries to request a clearance certificate from them when obtaining services, and does not include requesting a clearance certificate from all citizens." He added, "After the citizen on the list obtains a clearance certificate from the distribution company, the ministry refuses to grant him the service until a new list is sent that does not include his name. To make it easier for the citizen, once the clearance certificate from the distribution company is presented, he is granted the service. To confirm once again, the lists only include some subscribers who have accumulated debts and are subject to procedures according to the Cabinet decision issued previously in 2014 in particular. There is no new decision or request for any new procedures. Rather, the aim is to reduce the time required for the citizen to obtain the service after the situation is corrected."
