Washington: The Governments of the State of Qatar, the United States of America, the Democratic Republic of the Congo (DRC), the Republic of Rwanda, the Republic of Togo (as the African Union mediator), and the African Union Commission issued a joint statement following the fourth meeting of the Joint Oversight Committee held in Washington, D.C. this week.
According to Qatar News Agency, on November 7, 2025, representatives from the DRC and Rwanda, joined by officials from Qatar, the United States, Togo, and the African Union Commission, gathered to evaluate the implementation of the Peace Agreement initially signed on June 27, 2025, in Washington, D.C. A significant outcome of the meeting was the initialing of the Regional Economic Integration Framework (REIF) by the DRC and Rwanda, observed by US Under Secretary of State for Political Affairs, Allison Hooker, and Presidential Envoy and Senior Advisor for Africa, Massad Boulos.
The newly signed REIF highlights essential areas for enhancing economic collaboration and growth between the two countries. It aims to leverage the peace agreement to create investment opportunities and economic benefits for the local population. However, the framework's success is linked to the effective execution of the Concept of Operations (CONOPS) and Operational Order (OPORD) stipulated under the Peace Agreement, emphasizing the interconnection between peace, stability, and economic progress.
The Committee acknowledged delays in progress and pledged to intensify efforts to implement the Washington Peace Agreement fully. This includes specific near-term actions to neutralize the FDLR armed group and related entities, as well as steps towards disengagement and reducing defensive measures by Rwanda. The Parties also reviewed military operation preparations and adopted an implementing agreement, recognizing efforts to turn commitments into real-world actions.
Additionally, the Parties reiterated their vow to avoid hostile acts or rhetoric, including political attacks or language that could hinder the Peace Agreement's implementation, especially in international forums.
The State of Qatar updated the Committee on ongoing negotiations in Doha between the DRC and AFC/M23, noting advancements in critical areas like prisoner exchanges. The Committee applauded the first meeting of the Doha ceasefire monitoring mechanism on November 5 and emphasized its importance in the broader Peace Agreement implementation.
The Parties emphasized their dedication to sustaining the momentum in the peace process and building on the progress achieved. They also expressed gratitude to Qatar, the United States, the African Union, and Togo for their unwavering support in promoting peace and stability in eastern DRC and the larger Great Lakes region.
