Dhaka:The Ministry of Justice has introduced a new website for the Official Gazette and the Al Meezan Legal Portal, marking a significant advancement in Qatar’s digital legal infrastructure as part of the Qatar National Vision 2030.
According to Qatar News Agency, the launch event was attended by HE Minister of Justice and Minister of State for Cabinet Affairs Ibrahim bin Ali bin Issa Al Hassan Al Mohannadi. The Minister highlighted that this project aligns with directives from HE Prime Minister and Minister of Foreign Affairs Sheikh Mohammed bin Abdulrahman bin Jassim Al-Thani, focusing on digital transformation to enhance government efficiency and public service delivery.
The initiative is not only about creating new digital platforms but also about establishing a unified legal information infrastructure. It aims to support Qatar’s digital evolution and improve government services by providing a competitive legal environment. The project is designed to meet modern global standards for government digital services, enhancing access to reliable government information and fostering institutional integration.
The project supports the Third National Development Strategy by boosting institutional efficiency, advancing digital transformation, and enhancing the business environment. It seeks to integrate legal information into Qatar’s unified digital framework, offering a comprehensive encyclopedia of national legislation.
The Minister emphasized that the availability of legal information is a right for all, ensuring access to reliable legal texts online. An AI-powered, regulation-compliant system underscores the importance of technology in legal accessibility, while ensuring that technology complements, rather than replaces, human legal understanding.
Ministerial Decision No. 129 of 2026 establishes procedures for regulating electronic publications and authenticating texts, ensuring the electronic edition of the Official Gazette is an official text as per Law No. 12 of 2016. The Al Meezan Legal Portal consolidates legislation, rulings, and agreements, providing an encyclopedic resource in both Arabic and English, accessible to all, including persons with disabilities.
The portal encourages public participation in legislative development, allowing public proposals and comments on draft and existing legislation, thereby enhancing government-public engagement. These digital platforms aim to improve the business environment by fostering legal certainty and transparency, reducing operational barriers, and enhancing investor confidence in Qatar’s regulatory framework.
The project is a result of collaboration among the Ministry of Justice, the Supreme Judiciary Council, the Ministry of Communications and Information Technology, and other strategic partners, aligning with the Ministry’s 2025-2030 strategic plan.
