Damascus, President Bashar al-Assad Sunday issued a legislative decree granting a general amnesty for crimes of military deserters and misdemeanors and breaches committed before 9/22/2024, as follows: A general amnesty from the full penalty for perpetrators of internal and external desertion crimes stipulated in the Military Penal Code, without the provisions of this decree including those who are in hiding and fugitives from justice unless they surrender themselves within three months in the case of internal desertion, and four months in the case of external desertion. The decree included a general amnesty for all penalties for misdemeanors and breaches, except for some misdemeanors that constitute a serious assault on society and the state, bribery, some misdemeanors of forgery, attacks on public morals, and some types of theft.
