Damascus, President Bashar al-Assad on Sunday issued legislative decree No. 19 for 2024 on protecting the rights of persons with special needs. The decree defines responsibilities and duties related to implementing it, starting with the government, civil society and the persons with disabilities themselves. The decree also stresses the concept that disability is based on human rights principle rather than charity idea. Source: Syrian Arab News Agency
