Qatar and Kuwait Discuss Judicial Cooperation and Expertise Exchange

Doha: The State of Qatar and the State of Kuwait discussed ways to strengthen bilateral judicial cooperation and exchange expertise during an official visit by a Kuwaiti judicial delegation to the Supreme Judiciary Council (SJC). The visit, which runs until December 11, comes as part of the first phase of the practical bilateral visit program for members of the supreme and cassation courts and technical offices in the Gulf Cooperation Council (GCC) countries (2025-2027).

According to Qatar News Agency, the visit program includes several field tours to multiple courts and judicial departments, such as the Enforcement Court and the Investment and Trade Court. The delegation was briefed on the jurisdictions of these courts, their working mechanisms, and the advanced digital systems and procedures they utilize in adjudicating cases. Additionally, the delegation toured various departments to learn about workflows and judicial services.

In this context, HE President of the SJC and President of the Court of Cassation Dr. Hassan bin Lahdan Alhassan Al Mohanadi discussed with the Kuwaiti delegation ways for bilateral judicial cooperation and shared experiences in developing the judicial work environment. The delegation also met with HE Vice President of the Court of Cassation and head of the technical office Sheikh Dr. Thaqeel Sayer Al Shammari to learn about the role of the technical office in unifying judicial principles and preparing legal studies that support the work of the higher courts.

Members of the Kuwaiti delegation praised the technological and administrative advancements witnessed in Qatari courts. The delegation also visited the Judicial Inspection Authority at its new headquarters at the Investment and Trade Court to learn about inspection mechanisms and indicators for assessing judicial performance.

The delegation will conclude its program with a visit to the Family Court and the information transformation center to understand more about Qatar's family judiciary experience and the digital projects dedicated to developing case management systems and electronic services.

The Kuwaiti delegation included Their Excellencies Judges Fouad Khaled Mousa Mohammed Al Zuwaid, Abdulrahman Mashari Saud Al Darami, Khaled Ahmed Issa Basheer, and Bader Abdullah Duaij Alrukaibi, in addition to junior legal researcher Barak Saleh Sultan Aman. As part of the same program, Qatar will host judicial delegations from the Kingdom of Bahrain in April 2026, the United Arab Emirates in June 2026, and the Kingdom of Saudi Arabia in November 2026. Meanwhile, a Qatari delegation will make similar visits to the Sultanate of Oman in January 2026, Saudi Arabia in September 2026, and the United Arab Emirates in January 2027.
