According to Qatar News Agency, the Cabinet's decision to approve the proposal to provide educational vouchers to Qatari students with disabilities enrolled in nurseries and specialized educational service centers comes within the framework of the Ministry of Education and Higher Education's strategy to enhance the quality of education and enable people with disabilities to access educational and rehabilitation services from an early age.

The proposal reflects the attention the State pays to people with disabilities and its commitment to supporting their journey towards empowerment and active participation in society, in accordance with Qatar National Vision 2030 and based on Law No. (22) of 2025 concerning persons with disabilities. This law promotes the principles of inclusion, equal opportunities, and independence. These centers play a role in rehabilitating, empowering, and caring for people with disabilities through the provision of psychological care, guidance and counseling programs, and therapy sessions, in addition to efforts in raising community awareness and supporting initiatives that serve people with disabilities and improve their living conditions.
