Doha: The State of Qatar is advancing its strategic approach to artificial intelligence (AI) with an impact-driven framework aimed at generating national and regional value across various sectors. The Government Artificial Intelligence Program is a central component of this strategy, providing a unified structure for government entities to identify, test, and implement innovative AI solutions in collaboration with global technology partners.
According to Qatar News Agency, this initiative is anticipated to create 26,000 jobs in the information and communications technology sector by 2030, contributing to a resilient, knowledge-based economy. The program emphasizes transparency, security, and ethical responsibility, prioritizing privacy protection and inclusivity to ensure all societal segments benefit from AI technologies.
Eman Al Kuwari, Director of Digital Innovation at the Ministry of Communications and Information Technology, highlighted that the Government Artificial Intelligence Program empowers government entities to adopt impactful AI solutions that address real challenges and enhance service quality and operational efficiency. This aligns with Qatar's Digital Agenda 2030, which places AI at the core of the country's economic and social development.
The Ministry of Communications and Information Technology is focused on developing a new generation of AI-based government services to improve quality of life and boost Qatar's regional and global competitiveness. This phase will witness increased project integration and coordination among government entities, ensuring AI solutions provide clear value and tangible impact.
Government entities in Qatar are utilizing AI across various projects. Notable initiatives include an AI-enhanced human resources system and a smart tendering system by the Ministry of Communications and Information Technology, as well as AI-driven legislative support by the General Secretariat of the Council of Ministers. The Ministry of Education and Higher Education and the Ministry of Labour are also leveraging AI for personalized learning platforms and labour market analysis, respectively.
The Ministry of Commerce and Industry's AI-related projects, including the Business Map and intelligent assistants, enhance transparency and facilitate commercial information access. The Ministry of Municipality operates an AI-enhanced building permit system, while the Supreme Judicial Council uses AI for judicial efficiency.
Qatar News Agency has embraced AI in news broadcasting and media reports, employing generative AI technologies for news video production and audio-visual analysis. The State of Qatar is committed to developing AI use across sectors through global partnerships, as demonstrated by 13 agreements signed during the World Summit AI, covering cloud infrastructure, smart educational solutions, and digital governance.
The Ministry of Communications and Information Technology underscores the importance of public-private collaboration in building a secure AI ecosystem. Eng. Khalid Al Hashmi, Advisor to the Minister, emphasized the need for a risk-based approach to AI adoption, incorporating privacy, security, and ethics-by-design principles.
In December 2025, Qatar launched Qai, a national AI technology company affiliated with the Qatar Investment Authority, to drive AI development and investment in vital sectors. Qai aims to enhance innovation and empower decision-making with high-performance computing capabilities.
Qatar continues to position itself as a regional hub for generative AI, with the second generation of the Arabic language Fanar platform launched in December 2025. This model, developed by the Qatar Computing Research Institute, exhibits exceptional natural language processing capabilities.
A GSMA report on digital transformation in the Middle East and North Africa highlighted Qatar's progress in AI adoption, supported by strategic investments in big data and advanced networks. Recently, the Ministry of Communications and Information Technology signed a cooperation agreement with PwC Middle East and OpenAI to develop AI infrastructure and applications, furthering Qatar's digital transformation and establishing a robust national AI ecosystem.
