Doha: A session held on Monday as part of Web Summit Qatar 2026 discussed the theme "Sovereign Artificial Intelligence: Building Technology in a Changing Global Environment." Speakers examined the practical features of multi-location sovereign AI infrastructures, as well as the role of neutral, scalable platforms and systems in supporting institutions operating within an increasingly fragmented digital landscape.
According to Qatar News Agency, Director of the Digital Innovation Department at the Ministry of Communications and Information Technology (MCIT), Iman Al Kuwari, shared Qatar's perspective on sovereign AI, its implementation mechanisms, and the standards adopted by the State in this field. She emphasized the need for AI solutions in infrastructure and related technologies, aligning with Qatar's strategic goals of economic diversification and building a sustainable digital ecosystem.
Al Kuwari highlighted four key principles from the session, focusing on AI governance and the development of advanced technologies aligned with societal ethical and cultural guidelines. She underscored the importance of utilizing these technologies to benefit citizens and residents while supporting economic diversification.
In her remarks to QNA, Al Kuwari noted Qatar's achievements under the Digital Agenda 2030, including recognition from the United Nations for its digital transformation efforts, which are classified among global best practices. This reflects Qatar's commitment to modern policies and pioneering technologies.
She pointed out Qatar's strategic roadmap for digital transformation in AI, aiming to implement 30 to 50 projects by 2030 to enhance government service efficiency. Eight strategic projects have been completed, including the "Legislative Advisor" project, which has expedited legislative tool development.
The session also featured Dr. Florian Mueller from Bain and Company, who addressed the values related to AI technologies and sovereignty. He emphasized the importance of designing, deploying, and governing AI ecosystems while maintaining strategic control and flexibility.
Senior Partner at McKinsey and Company, Noshir Kaka, discussed the challenges of achieving full sovereignty in AI, highlighting the need for careful consideration of the level and scope of sovereignty that countries should pursue.
